Hi! My name is Sam Chalmers, and I am the owner as well as chef of The Black Hat & Bistro28. I would like to thank you for taking the time to visit our website. If you have already visited us at The Black Hat or Bistro28, thank you so much for your business and I hope to see you again soon. If you haven’t dined with us yet, I simply ask you to give us a shot. I fully believe in, and stand behind everything we serve. I built this restaurant for Victorians, to be your “neighbourhood spot.” I wanted to create a place that’s just a little different from what is already being offered in Victoria; a fun, up-beat restaurant that can suit any occasion, where you can have a great plate of food, some excellent wine and leave feeling comfortable in both your tummy and your wallet!!

I am originally from northern British Columbia and Alberta before moving to the west coast in 2003 to attend culinary school in Vancouver. I attended both Art Institute of Vancouver DuBrulle, as well as Northwest Culinary Academy. I have worked in a handful of restaurants here in Victoria, as well as a short stint in Montréal, before Bistro28 and taking the plunge.
